At the end of March 2017 the Italian government presented the new National Strategy of Sustainable Development. This document challenges a number of eternal enemies of the civil society, one of which has always been the “famous” Italian bureaucracy.
Forum PA 2017: a step towards a sustainable Public Administration
The National Strategy of Sustainable Development is the first step of the so-called Agenda 2030: a sequence of actions programmed for the next few years with a common goal: reach the 17 Sustainable Development Goals set and approved by the United Nations.
Disparity and labour issues, healthcare and education, environment and economics – these are the objectives referred to the sustainable development. The innovation of the public administration is not a single goal, but a tool to provide solution for various problems that the citizens are concerned about.
These ambitions objectives are the main focus of the upcoming Forum PA 2017 that will take place on the 23-25 of march in Rome.
The main enemy of the innovations in the Public Administration sector is said to be the so-called defensive bureaucracy. What kind of phenomenon is it and why is it so important to fight against it?
Defensive bureaucracy is having to ask numerous opinions before making a decision. Defensive bureaucracy is delaying the implementation of a reform because “it’s always better not to be the first ones to do renovate”. Defensive bureaucracy is being afraid to risk, to make a choice, to evaluate and to be evaluated.
The idea of the sustainable public administration that describes the concept of Forum PA 2017 is supposed to make the citizens the main actors of the change. The renewed public administration is going to act according to the “partner state” principles: the administration that works inside the network and that guides the society towards a collaborative model.
